The European Parliament's plenary session endorsed on 6 July 2016 plans to set up an EU border control system, bringing together the Frontex border agency and national border management authorities. Under these plans, national authorities still manage their borders on a day-to-day basis but, if their EU external borders are under pressure, they can seek help from the European Border and Coast Guard Agency (EBCG), to rapidly deploy pooled border guard teams to those borders. The proposal was put forward by the European Commission in December 2015. In April 2016, the Council of the European Union agreed its negotiating position, followed by the European Parliament in May. On 21 June, the two sides reached an informal agreement, which was confirmed by the Council on the next day. |
