Watercolours, posters and gouaches are considered paintings in the UK, Ireland and Germany and those worth more than 150,000 ecu require an export licence, while in France and Belgium they are drawings and need a permit if valued at more than 15,000 ecu. Now all three will form a separate category and export licences will apply for items over 30,000 ecu.
