Memo: Social Dialogue in Europe – a Partnership for Change

On 12 August 2004, the European Commission adopted a Communication entitled 'Partnership for change in an enlarged Europe - Enhancing the contribution of European social dialogue' (COM(2004) 557 final). This document gives some background on social dialogue - discussion and negotiations between organisations representing workers and employers - at European level.
