Questions and Answers on the Special Report No 2/2004, adopted by the Court of Auditors, which concerns the Special Accession Programme for Agriculture and Rural Development (SAPARD). The report covers the 'lifespan' of SAPARD, starting with its conception in 1998. The Court bases its conclusions on the period 'from the beginning of 2000 to May 2004', although in reality the report only considers the position reached at the end of 2003, and thus does not take account of significant expenditure in the following five months before accession.
