The budgetary discharge procedure is set out in Article 276 of the Treaty establishing the European Community and in Articles 145 and 147 of the Financial Regulation, Regulation (EC, Euratom) No 2342/2002 of 23 December 2002. The European Parliament is the discharge authority. The European Commission has overall responsibility for the general budget, while 80% of the resources are implemented by the Member States. |
