Massive airport expansion is planned

The UK Government published a White Paper entitled 'The Future of Air Transport' on 16 December 2003 which includes controversial plans to build two new airport runways, one at Heathrow and the other at Stansted, both in the South East of England. The Government has said it wants aviation to be part of a planned emissions trading scheme by 2008 and that this would be a priority of the UK Presidency of the European Union in 2005.
