This Enlargement Paper presents the evaluations by the Commission services of the fiscal notifications submitted by the candidate countries in April 2002. The provision by the candidate countries of fiscal notifications is one important component of the pre-accession fiscal surveillance procedure, the other component being the preparation of Pre-Accession Economic Programmes (PEPs). They consist of reporting government deficit and debt figures calculated in accordance with the EU methodology (ESA 95 system of economic accounts) to the European Commission. |
