In the United Kingdom, the Department for Environment, Food and Rural Affairs (Defra) is responsible for implementing more European law than any other government department, around 30 per cent of the total. This report focuses on the way in which the Department handles the transposition of EU legislation into UK law and prepares for subsequent implementation. The work centres on eight case studies of recent Community law handled by the Department: the Nitrates Directive; Landfill Directive; Ozone Depleting Substances Regulation; Water Framework Directive; Pig Welfare Directives; Animal By-Products Regulation; Emissions Trading Directive; Environmental Liability Directive. Many of the challenges it highlights will be relevant for all departments with responsibility for implementing European law.
