At the Fisheries Council in Luxembourg on 15 October 2002, the fisheries ministers of the European Union took part in a debate regarding the proposals for reform of the Common Fisheries Policy. Miguel Arias, the Spanish Minister for Agriculture, Fisheries and Food, relayed the concerns of the Spanish government on various issues.
