The Finnish Prime Minister, Paavo Lipponen, fears that western European governments will use the economic slowdown in his country as an excuse for delaying EU enlargement to central and eastern Europe. Finland has always championed the cause of the Baltic states, and Mr Lipponen argues that enlargement serves the interests of all 15 present Member States because it will strengthen long-term stability. |
