This paper was prepared for discussion with the European Training Foundation's (ETF) main stakeholders for the Advisory Forum meeting which took place in Turin on 5-7 November 2003. The paper reviews vocational education and training (VET) reforms undertaken in ETF partner countries, which are supported by external assistance. It introduces a number of concepts which have emerged from recent international research and debates and that underpin the importance of learning for policy and system reforms. The paper also identifies a number of key challenges for the partner countries in the near future. Finally, the paper puts forward some suggestions for the possible contribution from ETF within the framework of EU assistance. |
