Leaders to agree delay on new member talks

Preview of the Presidency Conclusions of the European Council, Brussels, 15-16 December 2005. Leaders of Member States were set to agree that there would be no new membership negotiations until agreement had been reached on what the final European Union borders should be. It was hoped that agreement would also be reached on a package deal securing a European Union budget, the main issue of the Summit.
