Law courts ‘could rule on foreign policy’

The President of the European Court of Justice (ECJ), Vassilios Skouris, believes that the proposed European Union Constitution, if approved at the European Council in Brussels on 17-18 June 2004, should allow ECJ rulings on foreign policy as well as making the EU's Charter of Fundamental Rights legally binding. However, before the Constitution can enter into force, it must be ratified by all 25 Member States.
