Top public managers play a vital role in national developments. They take decisions that have a great impact on national policies and different stakeholders. They also have the role of employer for civil servants. All these responsibilities imply that they should acquire certain skills and competences as well as different support systems and employment conditions than those of other civil servants. This article examines different top public management models in the 27 EU Member States. It starts by grouping all European top public management systems in five models, and then follows the trends in employment and recruitment systems for top public mangers and defines competences that are necessary for top managers in public administration. The article describes differences between management and leadership skills during the reform process in public administration, and illustrates main tendencies through some best practices in local, regional or national public administrations in Europe. It also looks at the representation of women in top public management positions. |
