As the civil discord rose in Syria during the summer of 2012 neighbouring countries faced taking in large numbers of refugees. The EU and its Member States gave limited financial assistance to such countries and the UN refugee agency (UNHCR), but also faced the prospect of Syrians trying to enter EU countriews such as Greece and Cyprus.
