Due to the inclusion in the European Security Strategy of the EU of the year 2003 and in the Constitutional Treat of 2004, there has been produced an “oficialization” of the Prevention Politics and the conflict management (PPCM) of the EU. One of the actuation fields of the PPCM was Sub-Saharan Africa and the Great Lakes’ conflict which concerns the Democratic Republic of Congo (DRC). A conflict in which over more than a decade the EU has applied different types of instruments (civil and military) framed within the PPGC. Following the celebration in December 2006 of the second round of the presidential elections in Congo (which could mean the definitive end of the conflict), it seems like an appropriate time to analyse the different types of instruments used by the EU in what we would call the "toolbox" of PPGC. |
