The adoption of the Agreements of the Conference for EU-Related Affairs (CARUE) in 2004 has configured the Spanish model of direct participation of regions in the European Union Council. These Agreements allow regional participation within the state delegation in some configurations of the Council of Ministers, in some of its working groups, and have greater attributes on the Council for Autonomous Affairs at the Permanent Representation of Spain regarding the European Union. This article has been divided into three chapters corresponding to the three levels of government in which the agreements are limited. The first level is the supranational embodied by European Union, which examines the Council and the system of participation of States in its interior; the second level is the state, whose womb have been introduced the Agreements of 2004; the third level is the autonomous and studies the direct participation of the Autonomous Community of Catalonia in the European Union Council.
