The draft Joint Employment Report 2002, which was presented by the European Commission at the Employment and Social Affairs Council in Brussels on 3 December 2002, showed that the international economic situation had affected Spain less than other members of the EU in 2001. In Spain, employment rose by 2.5 per cent in 2001, double the EU average.
