Abstract: This working paper analyzes what is the current capacity of the Spanish government to lead European policies in Cuba. The period chosen to perform this test starts in 2004, when the PSOE won the general elections in which they announced a change in the external action of Spain according to the promoted posture by the PP in the previous mandates. The stock of achievements and failures of the socialist government now, shows an increasing loss of the influence. Spain had as a major interlocutor with Cuba, in comparison to earlier stages. The concurrence of factors such as the accession of the CEEC to the EU as well as the Havana’s ability to procure new allies and strategic partners or even the innovations on external action introduced by the Treaty of Lisbon, has increased significantly the difficulties of Spain to 'Europeanized' the interests of their foreign policy with Cuba. |
