The European Union and Russia reached agreement on 11 November 2002 over the status of the Russian enclave of Kaliningrad, removing an obstacle to the entry of Lithuania into the EU, but in return any tough debate on Chechnya had to be put to one side. When Poland and Lithuania join the European Union in 2004, Kaliningrad will become a Russian enclave sandwiched between these two countries. The compromise reached will mean that Russians will be able to travel to and from Kaliningrad with flexible 'facilitated travel documents' issued by the Lithuanian government.
