Summary: Information Guide concerning Case T-646/13 from the Court of Justice of the European Union (CJEU) concerning the registration by the European Commission of a European Citizens' Initiative (ECI) entitled Minority SafePack - One Million Signatures for Diversity in Europe. Further information: A group of European citizens submitted to the European Commission in July 2013 an ECI entitled Minority SafePack – one million signatures for diversity in Europe. On 13 September 2013, the Commission refused to register that proposal on the ground that it fell outside the powers which enabled the Commission to submit a proposal for the adoption of an EU legal act for the purpose of implementing the Treaties. On 3 February 2017, the General Court of the CJEU decided to annul the Commission's Decision refusing the registration of the proposed ECI, as it failed to comply with its obligation to state reasons by not indicating which of the measures among those set out in the annex to the proposed initiative did not come within its competence and by not setting out the reasons in support of that conclusion. |
