Joint Proposal for a Council Regulation amending Regulation (EU) No 36/2012 concerning restrictive measures in view of the situation in Syria

On 28 February 2012 the Council amended Regulation (EU) No 36/2012 to extend the measures against Syria, including a prohibition on the sale, purchase, transportation or brokering of gold, precious metals and diamonds, restrictive measures against the Central Bank of Syria, and additions to the list of targeted persons and entities. In addition, the Council extended the list of targeted persons and entities several times in January, March and May 2012.

Council Decision 2012/206/CFSP of 23 April 2012 provided for the adoption of additional measures, namely a prohibition or prior authorisation requirement on the sale, supply, transfer or export of goods and technology which might be used for internal repression, and a ban on exports of luxury goods to Syria.

The High Representative for Foreign Affairs and Security Policy and the European Commission propose to amend Regulation (EU) No 36/2012 to give effect to these measures.
