Council Regulation (EC) No 234/2004 imposes a ban on the provision of technical and financial assistance related to military activities to any non-governmental person, entity or body in or for use in Liberia.

On 10 December 2013, the United Nations Security Council (UNSC) adopted Resolution 2128 (2013) reaffirming the arms embargo imposed by Resolution 1521 (2003) and modifying the associated notification requirements. In particular, the UNSC decided that notification for non-lethal materials and associated training is no longer required and that the Liberian authorities shall have the primary responsibility to notify the Sanctions Committee of any supplies of lethal arms and related materiel, or any provision of assistance, advice or training related to military or other security sector activities for the Government of Liberia.

The Council is about to adopt a decision amending Common Position 2008/109/CFSP to this effect. Further action by the Union is needed in order to implement some of these measures. The High Representative of the Union for Foreign Affairs and Security Policy and the Europan Commission therefore propose to amend Regulation (EC) No 234/2004 accordingly.
