Summary: Joint Communication published by the European Commission and the European External Action Service (EEA) in June 2018, which aims at informing the European Council of the ongoing work conducted in the area of hybrid threats, as well as the efforts set to be intensified. Further information: Hybrid activities by State and non-state actors pose a serious threat to the European Union and its Member States, as efforts to destabilise countries by challenging core values and undermining public trust in institutions have become more common. Strengthening resilience to these threats and bolstering capabilities are predominantly Member State responsibilities. However, the EU institutions have taken a number of actions to help to reinforce national efforts. This Joint Communication responds to the European Council's invitation to take this work forward. This Joint Communication is part of a package of documents and reports relating to security and defence. |
