Italy fired a shot across the bows of Angela Merkel on 22 May 2007, warning the German chancellor that it would not accept 'radical changes' to the text of the European Union’s moribund constitution at the European Council summit that she will chair in June 2007. Italian Prime Minister Romano Prodi was speaking in the European Parliament. At the same time the Dutch government's view of how the EU should proceed on the Constitution was presented by Dutch Prime Minister, Jan Peter Balkenende.
