Date: 15/03/01 FRANCE is urging the EU to take a tougher stance against Israel as the Mideast peace process falters and the US, under new President George W. Bush, has not yet outlined its policy for the region. The Union is considering punitive action against Israel, including suspending its 1995 association agreement. External relations chief Chris Patten, who visited the Gaza Strip on Monday, called on Israel to resume funding for the Palestinian National Authority.
