Is the EU losing the Western Balkans?

Report of a seminar held in Paris on 17 March 2008 by the European Union Institute for Security Studies (EUISS). The discussions focused on Serbia, Kosovo and Bosnia-Herzegovina respectively. In the context of recent developments, the question was whether the Serbian ‘historic choice’ at the parliamentary elections due to take place on 11 May 2008 would result in a clear and coherent vision of the country’s future.
