Article reports that a fierce debate over the level of discount to be paid to Irish banks for billions of euros of commercial property loans is set to be unleashed as the Irish government prepares legislation July 2009 that will formally establish its 'bad bank'.

The draft law, which is expected to be published in the last week of July 2009, will make the National Asset Management Agency (Nama) one of the largest 'bad banks' in the world. It is set to buy loans worth €80bn, amounting to half of Irish gross national product.
