'The UK and the euro', a (UK) Treasury Committee report concludes that the European Central Bank's plans for setting interest rates could prove an 'obstacle' to Britain joining the euro. The ECB's reform of the voting process in an enlarged eurozone would mean Britain having input into the setting of interest rates only 80% of the time.
