The document calls on these firms to respect minimum requirements on accountability, the screening of staff and reporting on misconduct, while staying away from tasks usually reserved for the military. Members of the committee advocated for EU-wide rules covering this issue.

This initiative attempts to respond to a lock of uniform rules in the European Union on private security service providers. Work on regulating these companies continued in different international fora, including the Montreaux Document Forum.

The European Parliament's foreign affairs committee and defence sub-committee adopted on 2 May 2017 an initiative on private security companies (PSCs). The document was endorsed by the plenary session on 4 July 2017.
