Summary:In 1992, the European Community adopted Council Regulation EEC/2455/92 concerning the export and import of certain dangerous chemicals, replacing and extending Regulation EEC/1734/88. These Regulations are based on the principle that the European Community should help to protect human health and the environment beyond its borders, as well as within. Regulation EEC/2455/92 continues the export notification scheme set up under the previous regulation, whereby exporters of chemicals which are banned or severely restricted in the EC must provide information to importing countries about these chemicals. In addition, it implements the UNEP/FAO international Prior Informed Consent scheme in the Community. This guide has been prepared by Division XI/A/2 of the Directorate-General XI Environment, Nuclear Safety and Civil Protection. It explains how the European Community's export and import notification procedures and the UNEP/FAO Prior Informed Consent scheme are organised, and what is being done to make them successful. It will be upgraded as needed. |
