The objective of this informal meeting was to have a first exchange of views between research ministers and the Commission on the proposal for the next framework programme for research (2002-2006) worth €17.5 billion. Commissioner Philippe Busquin presented the proposal underlining especially its new structure and new management methods, redesigned in order to help implement the European Research Area. The first day of the informal Council was a joint meeting of research and education ministers and Commissioners Philippe Busquin (research) and Viviane Reding (education). The one day meeting focussed on the recruitment of young people to scientific careers given the skills gaps that can currently be observed in certain professions. |
