Improving transparency of the EU institutions

How can the European Union speak of transparency and the need to close the gap with its citizens if it fails to apply the most basic rules on public access to the EU institutions' documents? the European Parliament's Civil Liberties Committee came out on 22 February 2006 in favour of revising and supplementing existing legislation to ensure that debates in Council and all preparatory documents on legislative procedures are available to the public and are easily accessible.
