Abstract:

The varying impact of preparing to implement EU regional funds on regional administrations in countries due to join the EU in May 2004 is an under-researched topic. Broad systemic convergence can be seen, as countries respond to common EU pressures for reform. However, existing territorial structures of the state and traditions of regionalism inform regional institutional responses to the challenge of preparing to implement Structural Funds. Comparing the impact of EU funds on regional administrations in Poland and the Czech Republic reveals differences. These influence the regions' potential engagement in economic development in an enlarged Europe.
