The First Rail Package opens up access to the international rail freight market and provides a transparent regulatory regime for the allocation of capacity and charges for access to the rail infrastructure across the EU and the licensing of train operators in each Member State. The regulations proposed in this UK consultation document will also implement parts of the Second Rail Package - Directive 2004/51/EC, which opens up the domestic freight market to competition in each Member State and Article 13 of Directive 2004/49/EC on safety on the Community's railways ('the Railway Safety Directive') which opens up access to training facilities for train drivers and other on-board staff. Deadline for responses: 5 August 2005.
