Nine million Europeans can't read or write, according to a United Nations report published May 2008. Low levels of literacy are not confined to the fringes of European society, the report said. High-level decision makers and experts from 30 countries and the international community met in Baku, Azerbaijan, 14-16 May 2008 to address the literacy and adult education challenges specific to Central, Eastern and South-Eastern Europe.
