EUObserver reported that the demand for cheap cigarettes in Europe was fueling the manufacture and consumption of illicit tobacco at unprecedented levels

A report, released on 20 June 2012 by Philip Morris International (PMI), says Europeans smoked more than 65 billion illicit cigarettes in 2011.
