The President of the Basque government, Juan José Ibarretxe, defended his Plan on 1 February 2005 for the Proposal for the Reform of the Political Statute of the Basque Autonomous Community, in the Spanish Lower House, the 'Congreso', following a decision by the Basque Parliament to send Ibarretxe himself to defend the Plan. In a vote there were 313 votes against and 29 votes in favour from the various nationalist parties.

Mr Ibarretxe has decided to call for elections in Euskadi, the Basque Autonomous Community, for 17 April 2005. It is seen as the Basque government response to the rejection of the Plan. Basque citizens will then be able to vote on the issue and if the Basques vote again for the PNV, it will mean a moral and political strengthening of both Mr Ibarretxe's position and his Plan.
