The European Commission's Vice-President, Neil Kinnock, has been accused of hypocrisy over his acceptance of a perk, the legality of which has been questioned. Mr Kinnock, the Commissioner charged with cleaning up the image of the European Commission, took advantage of a scheme whereby senior officials could transfer up to a third of their salaries to their home countries and receive a top-up according to a cost of living assessment.
