A new law passed in the Hungarian parliament on the 30 September 2013 forbade the homeless from staying in public spaces where tourists could see them. Civil society groups said the government looked to criminalise the homeless rather than deal with the problem leading to homelessness.

It mirrored alleged discrimination against other minorities such as refugees, the poor and Roma by the Hungarian authorities
