How to get Sofia back on track?

In July 2013 about a thousand people held demonstrations outside the German Embassy in Sofia. The central message of this act was that the oligarchic model is not compatible with the EU's norms, neither in Bulgaria nor elsewhere. In the 23 years since the end of the Communist dictatorship in Bulgaria, the former members of the communist nomenklatura and secret services have hijacked a large part of the State's institutions. The EU knows it, but has not yet found the means to persuade them to respect the rule of law.
