What is necessary is to end the siege, rebuild the Gaza Strip and implement viable border controls enabling people and goods to enter and exit the beleaguered strip without leading to violent outbursts that will re-impose a siege. Israeli policy has deteriorated to a virtual economic stranglehold of the Gaza Strip, and the international community has accepted this policy.
