Final agreement on the revived EU Constitutional Treaty has been reached at the informal EU leaders' summit in Lisbon, 18-19 October 2007. Open Europe says that the UK Government has now essentially abandoned the attempt to claim that the treaty is fundamentally different from the rejected EU Constitution. Its line now is that the so-called 'red lines' make it different for the UK. Open Europe argues that it has become apparent that the red lines on which the Government bases its case against a referendum are crumbling. |
