Africa imports nearly 83% of its food. Harvard Professor Calestous Juma suggests that the continent can feed itself in a generation, but efforts to achieve such an ambitious goal are frustrated by policies adopted by Africa's trading partners, including the European Union. High tariffs on processed staples such as cocoa and restrictions on the export of GM crops deny the continent the ability to acquire, adopt and diffuse technologies in food processing.
