Feature discusses the evolving plans by the EU27 to manage the negotiations for the United Kingdom to leave the European Union in the specific context of the European Council being held in Brussels on 15 December 2016. After the conclusion of the European Council, there was planned an informal meeting over dinner of the EU27 leaders to discuss Brexit. The purpose was to agree on the internal organisation and procedures between the other EU Member States and EU Institutions. In the event, due to late running, there was only time for a brief 20 minute discussion amongst the EU27 and Presidents of the EU Instititions and the issuing of a statement. The precise role of the European Parliament in the Brexit negotiations was becoming one point of contention, with the President of the European Parliament insisting on the Parliament being consulted and involved. Separately, the BBC reported on the 15 December 2016 that Sir Ivan Rogers, the Permanent Representative of the United Kingdom to the European Union, reported to the UK government in October 2016 that a post-Brexit UK-EU trade deal might take 10 years to finalise and still fail to get ratified by all national and regional parliaments and governments. |
