Homeland security and the European Security Strategy: Linking the internal and external dimensions of EU counter-terrorism policy

This study asks how the EU can forge a useful and durable link between its internal security requirements and its external security objectives, in order to ensure that the EU’s response to the challenge of terrorism is as comprehensive and effective as possible. It incluedes a comparative analysis of the United States and the European Union and considers the need for transatlatic co-operation.
