The UK is considering 'managed divergence' from EU rules, which the 27 will reject. A better strategy would be to remain in the customs union and single market for goods. This would entail following the rules of the customs union and the single market for goods, as well as rules on state aid, and social and environment laws. The UK would also have to continue to contribute to the EU budget. The package would be unacceptable to the Conservative Party.
