A report, 'About time: a new agenda for shaping working life', published on 4 February 2002 by the UK Trades Union Congress revealed that despite Europe's Working Time Directive more people in the UK are working in excess of the Directive's 48-hours-a-week limit than was the case ten years ago, with managers and professionals topping the long hours league. In the same week that the TUC's report was published Patricia Hewitt, the UK's Secretary of State for Trade and Industry, committed the government to ending Britain's long working hours culture by 2007.
