Britain published its version of a draft European Union constitution on 15 October 2002, as Government Ministers claimed they were 'winning the battle of ideas' over the future of Europe. The constitution was drawn up by Alan Dashwood, law professor at Cambridge University and was handed to Giscard d'Estaing, the President of the Convention considering the future of Europe. Professor Dashwood's work was funded by the UK Foreign Office. However, Peter Hain, the UK's Europe Minister, stressed the convention was not a formal government position.
