Summary: Green Paper - published by the European Commission in December 2010 - putting forward a set of policy options relating to cross-border recognition of civil status documents and the reduction of bureaucracy. Further information: The Green Paper is part of an effort by the European Commission to remove obstacles facing citizens of the European Union who relocate to another Member State from their home country and often struggle to get their public records officially recognised. The political guidelines put forward by the Commission's President state that it should aim at wanting 'a Europe that puts people at the heart of the agenda'. The document presents several options on easing the free circulation of documents that are relevant for citizens and can be subject to comments on how to best ensure that documents are recognised no matter where citizens are or move in the European Union (EU). One option could be to develop EU-wide forms for the most common civil status documents so that citizens no longer have to pay to have them recognised and translated. Another option is the automatic recognition of civil status documents. Such recognition would not involve the harmonisation of existing rules and would leave Member States’ legal systems unchanged. The consultation closed in May 2011 and its results were taken into account when the Commission releases related legislative initiatives in 2013. |
